For Option 1 if you don't receive at least 200 hits per year, your page will be advertised for free until you received this amount of hits to your page, which works out to be 48 cents per hit. If you receive more than 200 hits per year, the price still stays the same and you won't pay any more no matter how many hits you receive.
For Option 2 if you don't receive 400 hits per year the same applies.
